That in the context of carrying out legal development in Indonesia, the existence of a good and orderly legal documentation and library is an absolute requirement. This is what then gave rise to thoughts about the importance of the existence of a Legal Documentation and Information Network (JDIH), then formally this matter was stated in the Third National Law Seminar which was held in 1974 in Surabaya. The seminar produced recommendations, namely: "There is a need for a national policy to start compiling a JDIH item, so that it can function as soon as possible."

This confirmation was issued bearing in mind the conditions at that time where the existence of legal documentation and libraries in Indonesia had so far received little attention and were only looked down upon. And from the results of the seminar, the National Legal Development Agency (BPHN) initiated several workshop meetings which were held in 1975 in Jakarta, 1977 in Malang and 1977 in Pontianak. The main agenda of the several workshops was to discuss the direction of realizing the JDIH System and determine program of activities to support the realization and implementation of the ideas that were sparked at the Third National Law Seminar in Surabaya in 1974.

In 1978, at a workshop held in Jakarta, it was agreed that BPHN would be the JDI Center on a national scale, while the legal bureaus in the Departments, Non-Departmental Government Agencies (LPND), Highest/Highest State Agencies, and Level I Regional Governments ( based on the Law on Regional Government that was in effect at that time). However, the existence of the JDIH System cannot be implemented effectively because it is only based on mutual agreement and there is no binding legal basis. Even so, several agencies that feel ready, carry out supporting activities such as forming structured coordination within their organizations, compiling activity programs, preparing infrastructure facilities, managing human resources and the required budget.

Two decades later, after the struggle to support the running of the JDIH system, in 1999, the Government issued Presidential Decree Number 91 of 1999 concerning the National Legal Documentation and Information Network (JDIH). This Presidential Decree becomes the legal basis for further developing and improving the JDIH system to be better and more advanced for the benefit of the nation and state. And with the enactment of the Presidential Decree, the membership of JDIH has increased, namely all Regency/City Regional Governments, Courts of Appeal and First Level, Documentation Centers at Universities in Indonesia, as well as other institutions engaged in the development of legal documentation and information stipulated by The minister of Justice.

And the JDIH system development programs from year to year have experienced a lot of development and progress so that adjustments are needed regarding the regulations. For this reason, in 2012 the President re-established regulations regarding the National Legal Documentation and Information Network through regulations, namely Presidential Regulation Number 33 of 2012. law in an orderly, integrated and sustainable manner as well as a means of providing complete, accurate, easy and fast legal information services. It is undeniable, the existence of a forum that can present legal information and legal product data that is valid and always updated is something that is really needed.
