The Federal Law "On Licensing Certain Types of Activities" regulates relations when obtaining permits for certain types of activities, and also establishes a list of activities requiring compulsory licensing. The main purpose of the Federal Law "On Licensing Certain Types of Activities" is to ensure the protection of the rights and legitimate interests of citizens, their health and morality, as well as the security of the state and the country's defense.

The Federal Law "On Licensing Certain Types of Activities" defines the basic concepts and basic principles of licensing, criteria for choosing the types of activities that require special permission. This Federal Law covers foreign trade and customs activities, activities for the protection of the environment and the use of natural resources, as well as intellectual activities that require licensing of their results.

The Federal Law "On Licensing Certain Types of Activities" establishes the procedure for licensing and the procedure for the formation of a unified register of licenses of the Russian Federation. The federal law defines the powers of licensing authorities that supervise compliance with licensing requirements, reissue licenses, suspend and renew licenses, form and maintain a register of licenses.
