บัตรสวัสดิการแห่งรัฐ – แนะนำสิทธิ์ เดือน พ.ย. 62

ปฏิทินของเดือนพฤศจิกายน ให้ผู้ถือบัตรสวัสดิการแห่งรัฐ หรือบัตรคนจน วันไหนเงินเข้า ได้รับเงินเพื่อใช้จ่ายค่าอะไร และจะได้รับเงินเป็นจำนวนเท่าไร

เริ่มแจกวันที่ 1 พฤศจิกายน 2562
ได้เท่าไร : วงเงินค่าซื้อสินค้าอุปโภคบริโภคที่จำเป็น สินค้าเพื่อการศึกษา จากร้านธงฟ้าประชารัฐ 200-300 บาทต่อเดือน (ไม่สามารถกดเป็นเงินสดได้)
ใครได้ : ผู้ถือบัตรสวัสดิการแห่งรัฐทุกคน
หมายเหตุ : ผู้มีรายได้ไม่ถึง 30,000 บาทต่อปี ได้ 300 บาท, ผู้มีรายได้เกิน 30,000 บาทต่อปีขึ้นไป ได้ 200 บาท
เริ่มแจกวันที่ 1 พฤศจิกายน 2562
ได้เท่าไร : ค่าเดินทาง ด้วยรถโดยสารสาธารณะ แบ่งเป็น รถเมล์ รถไฟฟ้า 500 บาท, รถ บขส. 500 บาท และรถไฟ 500 บาทต่อคนต่อเดือน
ใครได้ : ผู้ถือบัตรสวัสดิการแห่งรัฐทุกคน
หมายเหตุ : ถ้าเกิน 500 บาท ต้องออกเงินเพิ่มเติมเอง
เริ่มแจกวันที่ 15 พฤศจิกายน 2562
ได้เท่าไร : รัฐจะเก็บภาษี VAT จากผู้มีรายได้น้อยเพียง 2% (จ่ายเอง 1% และออมให้ 1%)
ใครได้ : ผู้ถือบัตรสวัสดิการแห่งรัฐทุกคนที่ใช้จ่ายผ่านบัตรสวัสดิการแห่งรัฐ
มาตรการคืนภาษีมูลค่าเพิ่มผู้มีรายได้น้อย จะมีการโอนเงินคืนเข้าบัตรสวัสดิการแห่งรัฐ ทุกวันที่ 15 ของเดือนถัดไป (คำนวณ Vat วันที่ 1-30 ของเดือน) โดยคิดจากยอดรวมใช้จ่ายซื้อสินค้าและบริการผ่านบัตร ซึ่งมีหลักเกณฑ์การคืน VAT 7% แบ่งออกเป็น 3 ส่วน ดังนี้
หมายเหตุ : การคืนเงินภาษี VAT เข้าบัตรสวัสดิการแห่งรัฐ จะแบ่งเป็น
1. ผู้ถือบัตรสวัสดิการแห่งรัฐจะต้องจ่ายภาษีจากการซื้อสินค้าเองตามปกติ ในอัตรา 1%
2. รัฐบาลจะทำการคืนเงินให้กับผู้ถือบัตรสวัสดิการแห่งรัฐ ด้วยการโอนเงินเข้ากระเป๋าเงินอิเล็กทรอนิกส์ (e-wallet) ทุกวันที่ 15 ของเดือน จำนวน 5% ซึ่งเงินส่วนนี้สามารถกดเป็นเงินสดออกมาใช้ได้
3. จะมีการเก็บเงินเข้าบัญชีกองทุนการออมแห่งชาติ (กอช.) ของผู้ถือบัตรฯ จำนวน 1% เพื่อเป็นเงินออมของผู้มีรายได้น้อย หรือหากไม่มีบัญชีกับ กอช. อาจจะเปิดบัญชีเพื่อ
1. จำนวน 5% จะคืนเงินให้ผู้ถือบัตร ด้วยการโอนเข้ากระเป๋าเงินอิเล็กทรอนิกส์ (E-Money) ในวันที่ 15 ของทุกเดือน เงินส่วนนี้สามารถนำบัตรคนจนไปกดเป็นเงินสดออกมาใช้ หรือรูดซื้อของตามร้านธงฟ้าฯ และร้านค้าอื่น ๆ ที่ร่วมโครงการได้
2. จำนวน 1% จะเก็บเข้าบัญชีกองทุนการออมแห่งชาติของผู้ถือบัตร เพื่อเป็นเงินออมของผู้มีรายได้น้อย หรือหากไม่มีบัญชีการออมก็จะมีการเปิดบัญชีเพื่อสะสมไว้ โดยให้ผลตอบแทนที่คุ้มค่า
3. จำนวน 1% ผู้ถือบัตรสวัสดิการแห่งรัฐต้องจ่ายภาษีเองตามปกติ
สรุปแล้วผู้ถือบัตรจะได้รับเงินภาษีคืนทั้งหมด 6% จากยอดใช้จ่ายรวม แต่จะสามารถกดเป็นเงินสดออกมาใช้ หรือรูดซื้อสินค้าต่าง ๆ ได้ 5% ส่วนที่เหลืออีก 1% จะถูกเก็บไว้เป็นเงินออมไว้.

เริ่มแจกวันที่ 18 พฤศจิกายน 2562
ได้เท่าไร : ค่าน้ำ 100 บาทต่อครัวเรือนต่อเดือน
ใครได้ : ครัวเรือนที่ใช้น้ำประปาไม่เกินเกณฑ์ที่กำหนด และได้ลงทะเบียนใช้สิทธิ์เรียบร้อย (ตั้งแต่เดือน ตุลาคม 2562- กันยายน 2563 ระยะเวลา 11 เดือน)

ได้เท่าไร : ค่าไฟ 230 บาทต่อครัวเรือนต่อเดือน
ใครได้ : ครัวเรือนที่ใช้ไฟฟ้าไม่เกินเกณฑ์ที่กำหนด และได้ลงทะเบียนใช้สิทธิ์เรียบร้อย (ตั้งแต่เดือน ตุลาคม 2562- กันยายน 2563 ระยะเวลา 11 เดือน)
รับเงินส่วนลดวันไหนก็ได้
ได้เท่าไร : ส่วนลดค่าซื้อก๊าซหุงต้ม 100 บาทต่อเดือน
ใครได้ : ร้านค้า หาบเร่ แผงลอยอาหารที่ถือบัตรสวัสดิการแห่งรัฐ 88,189 ราย (ตั้งแต่วันที่ 1 ต.ค. – 31 ธ.ค. 2562)

How much: Travel costs by public bus are divided into 500 baht electric train bus, 500 baht electric bus and 500 baht train per person per month.
Who can receive: All state welfare card holders
Note: If more than 500 baht, additional money must be issued by oneself.
Start giving away on 15 November 2019
How much: The state will collect VAT on people with low incomes, only 2% (self-pay 1% and save 1%).
Who can get: All welfare card holders who spend through state welfare cards.
 Measures for VAT return for low income people Refunds will be transferred to the state welfare card on the 15th of the following month (calculated from the 1-30 days of the month) based on the total amount spent on goods and services via the card. There are 7% VAT refund guidelines divided into 3 parts as follows
Note: VAT refunds to the state welfare card are divided into
1. Holders of the state welfare card must pay a tax on the purchase of products by themselves, usually at the rate of 1%.
2. The government will refund money to holders of state welfare cards. By transferring money into an electronic wallet (e-wallet) on the 15th of the month, 5% of which this money can be pressed into cash to be used
3. Money will be collected into the National Savings Fund Fund of the cardholder 1% for the savings of low income people. Or if there is no account with the NPC, may open an account to
1. 5% of the total amount will be refunded to cardholders. By transferring to an electronic wallet (E-Money) on the 15th of every month. This money can be used to press the poor card to cash out. Or swiping items at the blue flag shop And other stores that participate in the project

3. Amount of 1% of state welfare card holders must pay their own taxes as usual.
           In conclusion, cardholders will receive a 6% total tax refund from the total spend. But can press into cash out to use Or swipe up to buy 5% of the products. The remaining 1% will be saved as savings.

How much: 100 baht of water per household per month
Who can get: Households that use tap water not more than the specified criteria. And registered to use the right (From October 2019 - September 2020, duration 11 months)

How much: Electricity cost is 230 baht per household per month.
Who can get: Households that use electricity that does not exceed the specified threshold. And registered to use the right (From October 2019 - September 2020, duration 11 months)
Receive discounts on any day.
How much: 100 baht discount on LPG purchase per month
Who can get: 88,189 hawker stores, food stalls with state welfare cards (from 1 Oct - 31 Dec 2019)
Note: Pay the full price first. The Comptroller General will transfer the money back after
