Dalam perkembangan jaman era globalisasi ini di tubuh POLRI semakin kokoh menerapkan nilai-nilai Persatuan dan Kesatuan dalam Melayani, Mengayomi serta Humanis di semua bidang satuan kerja.

Untuk hal ini Biro SDM Polda Jawa Barat yang di dukung oleh Bagian Pembinaan Karir (Bag Binkar) dan Bagian Mutasi Jabatan (Bag Mutjab) mempersembahkan suatu Program Inovasi Digital berupa teknologi yang berbasis Apps dan Website dengan nama Elektronik Pembinaan Karier Polda Jawa Barat.

Aplikasi e-Binkar Polda Jabar ini merupakan program empat fungsi yang di dalamnya terdapat sub program Informasi Assessment, e-Mutjab Jabar, e-Usulan dan e-DSP/Riil dimana program ini disajikan untuk mempermudah dalam proses promosi jabatan terbuka, arsip data satker dan satwil serta data base mutasi bagi anggota perwira saat bergabung ke dalam lingkungan Polda Jawa Barat dengan basis OPEN SOURCE.

Aplikasi e-Binkar Polda Jabar suatu sarana yang menjunjung tinggi program PROMOTER POLRI yang merupakan suatu metode atau cara guna membangun Korps Polri menjadi Profesional, Modern, Terpercaya pada umumnya serta khususnya dalam hal ini di satuan kerja Biro SDM Polda Jabar dapat melahirkan anggota-anggota perwira yang memiliki Integritas, Profesional, Netral, Humanis, Bebas dari Intervensi, Bersih dari praktek Korupsi Kolusi Nepotisme, Transparan, Obyektif dan Akuntabel.
