The Indonesian Independence Preparatory Investigation Agency (BPUPKI) was formed on April 29, 1945, which is the drafting body for the 1945 Constitution. During the first trial period, from 28 May to 1 June 1945, Ir. Sukarno conveyed the idea of ​​'State Foundation' which was named Pancasila.

On June 22, 1945, 38 BPUPKI members formed a committee of nine to draft the Jakarta Charter which would become the text of the Preamble to the 1945 Constitution. After the elimination of the clause 'with the obligation to implement Islamic sharia for its adherents', the Jakarta Charter text became the opening text of the 1945 Constitution. on August 18, 1945 by the Preparatory Committee for Indonesian Independence (PPKI).

On August 29, 1945, the ratification of the 1945 Constitution was confirmed by the Central Indonesian National Committee (KNIP). The draft draft of the 1945 Constitution was prepared during the session of the chairman of the Preparatory Business Investigation Agency for Independence (BPUPKI).
