Founded on 26 Rabiul Akhir to coincide with March 29, 1946 in Purwokerto. Until now led by the General Chairman Hj. Khofifah Indar Parawansa, who is also the Governor of East Java Province.

The 13th NU congress in Menes, Banten, 1938 was the first moment the idea of ​​establishing an NU women's organization emerged. Two figures, namely Mrs. R Djuaesih and Mrs. Siti Sarah appeared as speakers at the forum representing the female congregation. Mrs R Djuaesih explicitly and loudly conveyed the urgency of the rise of women in the organizational arena as well as men. She became the first woman to take the pulpit in the official forum of the NU organization. Internally, at NU at that time, there was not yet ample space for female congregations to speak out and participate in policy making. The idea was met with fierce debate among the participants of the congress. A year later, at the 14th NU Congress in Magelang, when Mrs. Djuaesih was assigned the task of chairing a women's meeting by RH Muchtar (an envoy of NU Banyumas) which was attended by representatives from regions in Central Java and West Java, such as Muntilan, Sukoharjo , Kroya, Wonosobo, Surakarta, Magelang, Parakan, Purworejo, and Bandung. The forum produced a formulation of the importance of the role of NU women in NU organizations, society, education, and da'wah.

Finally, on March 29, 1946, coinciding with the 26th of Rabiul Akhir 1365 H, the NU women's desire to organize was unanimously accepted by the delegates of the 16th NU Congress in Purwokerto. As a result, an organic organization for women was formed under the name Nahdlatoel Oelama Moeslimat (NOM), which later became more popularly known as Muslimat NU. This day is later commemorated as the birthday of Muslimat NU until now. The establishment of this institution is considered relevant to historical needs. This view is only shared by a small number of NU scholars, including KH Muhammad Dahlan, KH Abdul Wahab Chasbullah, and KH Saifuddin Zuhri.
