Franky Donny Wongkar, SH is the full name of the PDI Perjuangan politician who currently serves as Deputy Regent of South Minahasa. Franky, as he is usually called, previously had three periods as a member of the North Sulawesi DPRD.

The man who was born in Amurang, February 1, 1966, was raised from a simple family. His father works as a farmer. Luckily, despite only relying on agricultural produce and odd jobs, his father and mother were determined so that little Franky could go to school. He spent his primary and secondary education in Amurang, namely SD RK Amurang, SMPN II Amurang and SMA Amurang.

After high school, Franky experienced an inner struggle. He is in a dilemma. Among them are continuing their studies to a higher level, or working to help their parents. Moreover, the economic condition of his parents is somewhat mediocre. If he chooses to work right away, it means that he must bury his dream of becoming a lawyer, his dream since he was in junior high school. Seeing his strong will, Franky's parents encouraged him to continue his studies in college. He also chose the Unsrat Law Faculty as a place for him to gain knowledge.

Since studying at the campus, which is the pride of North Sulawesi residents, his critical power has begun to grow and develop. Including their sensitivity to problems faced by society, especially marginalized people.
